You might have tried tones of tutorial on how to do flair shot in FIFA 20. I did as well but nothing actually worked for me. Until I found this trick.
Be sure to follow the instructions of this video, I hope you will find your solution as well.

Step 01: Before you pull off the move, DO A FAKE SHOT to slow down the ball (you can also try other skill moves to slow the ball down. *but it's a must, otherwise you will end up doing a normal shot*)
Step 02: Remember it's actually a chip shot. All you gotta do is HOLD LT+LB / L2+L1 & PRESS THE SHOOT BUTTON. (*hold LS/L to adjust direction*)

TIPS: After doing the fake shot do not wait too long, *try to pull off the move immediately*
